China is becoming urban. But this is not a story of spontaneous market expansion. It is a story of state centrality and instrumental flexibility. We call this ‘state entrepreneurialism’: while the world factory model relies on land-based accumulation, the Chinese state is now evolving into a more managerial and strategic force.
